Requiring a prominent, new location for its retail operations in Westmoreland County, JCPenney chose to relocate from the Greengate Mall to the Westmoreland Mall. They selected Mosites Construction Company as the general contractor.

Starting on May 1, 1993, Mosites used special rock saws and hammers to carve foundations into solid limestone. They Utilized gang forming methods to expedite basement wall construction and followed with structural steel, concrete slabs, masonry and roofing to achieve the building shell in early September.

Then, as so commonly happens in the retail industry, JCPenny decided on substantial changes to the interiors to keep current with marketing trends and upgrade the new store.

Mosites coordinated over $700,000 of these changes while adhering to the original completion dates so that JCPenny could begin store merchandising.

JCPenny Westmoreland opened on time, May 2, 1995.
